An Assessment of City Council Performance in Improving Urban Management and Development Process from Citizen's Perspective: Case Study Tabriz Metropolitan

the purpose of this study is to measure the effectiveness of city council performance in improving the process of sustainable urban management and development from the perspective of citizens in Tabriz metropolis. The present study has been applied in terms of purpose, nature, method, descriptive-analytical and documentary and field studies to gather information. The results showed that the average index of the performance of Islamic city councils in Tabriz metropolis was 2.76 and its t-statistic was -6.59, indicating the poor performance of city councils. Also, a spatial study of the performance of Islamic Councils in urban management in Tabriz metropolitan area showed that the performance of Islamic Councils in District 9 (with an average rating of 248/80), Area 8 (with an average rating of 2339/38) and Area 2 (With a mean rating of 204/33) it was evaluated statistically in relation to other desirable areas. Also, the average of all indicators of empowerment of Islamic city councils in the field of empowerment of Islamic councils is lower than numerical utility 3 and their t-statistic is negatively estimated. Finally, the results of the analysis of variance analysis, the performance of Islamic Councils in the economic dimension (employment, income and investment indices) with an overall effect value of 0.608 has the most impact on the realization of sustainable urban development. And the physical dimension with an overall effect value of 0.202 had the least impact on sustainable development realization. Therefore, the performance of the city council has had a favorable impact on sustainable urban development from the citizens' perspective.
